Hi. I have had similar issues with FedEx into the UK. They apply an excessive import processing fee of £12 on top of the order value and are very aggressive in their collection practices. I think this leaves a bad experience for your customer and you should either make the costs explicit at time of order if you can, or choose a delivery partner who does not engage in such questionable practices. This should be banned in my view as no contract exists between the buyer and FedEx.
